To understand the effectiveness of RCV, it is helpful to compare how this extraordinary race in District 10 would have unfolded using other electoral systems, specifically a plurality (“highest vote-getter wins”) system or San Francisco’s previous two round (November-December) runoff cycle.

Senator James Inhofe (R-Oklahoma) and Representative Dana Rohrabacher (R-California) probably represent the views of global warming debunkers. Senator Inhofe called “the threat of catastrophic global warming the greatest hoax ever perpetrated on the American people.” And Representative Rohrabacher called the science behind global warming “emotional junk science.” Even that eminent scientist Sarah Palin called global warming studies “snake oil science.”

The Board of Supervisors, chartered to appoint a mayoral successor when the executive office becomes vacant, entertained two competing motions yesterday in an effort to define a selection process, or to began a non-binding nomination process. The respective motions were authored by Board of Supervisors President David Chiu and Supervisor John Avalos.
