Her substantive response to Walker\u2019s question, however, scored points for Walker when Sparks conceded: \u201cI did hold one hearing in five years and in addition to that, most of, 90 percent of the hearings are mediated before they get to the hearing phase.\u201d<\/p>\n<p>\u201cAs you know\u2026 the commission cannot get involved in the business of the (police) department,\u201d Sparks added. \u201cAnd we really didn\u2019t know about a lot of this stuff that was going on as a commissioner.\u201d<\/p>\n<p>Looking to exact revenge on Walker, Sparks asked Walker if she supported six new tax revenue measures being proposed by the Board of Supervisors.<\/p>\n<p>\u201cDo you support these taxes and if you do, how can you also be supportive of small business?\u201d Sparks asked.<\/p>\n<p>Walker thanked Sparks for the question and responded saying she has owned a small business since 1985.  \u201cI\u2019m well aware of excessive taxation, especially on small businesses,\u201d she said.<\/p>\n<p>Citing cuts to public services, including Muni, Walker said, \u201cWe must revisit our revenue sources, all of them,\u201d adding that she has not had an opportunity to review the Board\u2019s revenue proposals but would not support taxes that \u201cdisincentivizes hiring people.\u201d<\/p>\n<p>Next up, longtime D6 dweller, planning activist and Entertainment Commissioner Jim Meko, also considered a Progressive frontrunner, asked School Board President Jane Kim about her position on the mid-Market plan, a controversial redevelopment program to revitalize Market Street between 5th and 8th streets.<\/p>\n<p>\u201cI know you\u2019ve just moved in \u2013 you\u2019ve been here just a handful of months now,\u201d Meko said, attempting to cast Kim, who is also considered a Progressive frontrunner, as a carpetbagger. \u201cWhat do you think about the mid-market plan? Would you reinvigorate the mid-market plan?\u201d<\/p>\n<p>Kim responded to Meko\u2019s jab saying she has been a resident of San Francisco for eleven years, that she is \u201cproud to have been someone who has served families and residents here in District 6 for the past four years as a member of the Board of Education and working on policies around making our schools more quality and ensuring our kids have an opportunity to succeed here in this city.\u201d<\/p>\n<p>Responding to the substantive part of Meko\u2019s question, Kim said she supports the re-invigoration of the mid-market plan. \u201cWe need to reinvigorate the process around redevelopment at mid-market,\u201d she said. \u201cWe want mid-market \u2013 which is the entryway for many tourists that come into our city &#8211; to be a beautiful and vibrant part of the city\u2026 This should be a part of San Francisco that we are proud of,\u201d adding that small businesses and community arts programs will benefit from mid-market revitalization.<\/p>\n<p>As the round continued, Kim became the focus and target of the candidates\u2019 questions.  She received questions from Glendon \u201cAnna Conda\u201d Hyde, James Keys and Mathew Drake, providing Kim substantially more air time than her competitors and giving debate attendees the impression that Kim is the leading candidate in the race.<\/p>\n<p>During the break, commentators <a href=\"http:\/\/bethspotswood.blogspot.com\/\">Beth Spotswood<\/a> and <a href=\"http:\/\/www.sfbaytimes.com\/index.php?sec=article&amp;article_id=12829\">Pollo Del Mar<\/a> reflected on the round.<\/p>\n<p>\u201cI was impressed and a little bit titillated by the back and forth between Debra Walker and Theresa Sparks,\u201d said Pollo Del Mar.<\/p>\n<p>\u201cThat was a throw down,\u201d Spotswood added. \u201cThey almost have a kind of a tense chemistry between the two of them.\u201d<\/p>\n<p>In round three, where audience attendees posed questions to the candidates, Mathew Drake was asked about <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/2001\/newsoms-lie-on-sitlie\/\">a controversial measure<\/a> on the November ballot that would make it illegal to sit or lie on a sidewalk between the hours of 7 am and 11 pm.<\/p>\n<p>Drake said he \u201cgrudgingly\u201d supports the measure.  \u201cI just wish that it were better written, but the point is we have to do something. We have a real problem in certain neighborhoods.\u201d<\/p>\n<p>\u201cIf I had my preference, the sit\/lie law would be limited to certain neighborhoods and not be citywide,\u201d Drake added.<\/p>\n<p>James Keys was asked, \u201cIn light of Chris Daly\u2019s <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/2010\/06\/overheard-in-fog-city-daly%e2%80%99s-progressive-primary-on-the-rocks\/\">failed Progressive Primary<\/a>, do you in principle support what he was trying to do, or do you favor forums like this one, sponsored by the SF Young Democrats?\u201d<\/p>\n<p>\u201cI\u2019m not sure if he has canceled his Progressive Primary or not,\u201d Keys responded, adding, \u201cIt may have been a good thing.\u201d<\/p>\n<div id=\"attachment_2117\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2117\" class=\"size-full wp-image-2117\" title=\"dsc_7384_std\" src=\"http:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2010\/06\/dsc_7384_std.jpg\" alt=\"\" width=\"500\" height=\"332\" srcset=\"https:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2010\/06\/dsc_7384_std.jpg 500w, https:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2010\/06\/dsc_7384_std-300x199.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><p id=\"caption-attachment-2117\" class=\"wp-caption-text\">Positions of each of the candidates on several controversial issues was posted on the wall during the debate.
