File photo by Luke Thomas.<\/p><\/div>\n<p><strong>By <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/author\/luke\/\">Luke Thomas <\/a><\/strong><\/p>\n<p>June 9, 2011<\/p>\n<p>There\u2019s only one undeclared mayoral candidate that would have a dramatic impact on this year\u2019s mayor\u2019s race, and I\u2019m not talking about interim Mayor Ed Lee, who has repeatedly said without equivocation he will not run.<\/p>\n<p>That potential candidate is Public Defender Jeff Adachi who is singularly responsible for making this year\u2019s mayor\u2019s race a referendum on pension reform, the Care Not Cash, if you like, of 2003 that helped to elect then Supervisor Gavin Newsom over former Board of Supervisors President Matt Gonzalez to the mayoralty of San Francisco.<\/p>\n<p>Yes, last year\u2019s Prop B was not progressive or equitable and, quite frankly, was hastily assembled and arguably deserved to be crushed at the ballot.<\/p>\n<p>But this year, Adachi listened to his detractors and has responded with a pension reform proposal that is both equitable and progressive, using tiered, sliding scale methodology to achieve its goal of re-balancing a structural imbalance between revenues and pension costs. And compared to Mayor Lee\u2019s \u201c<a href=\"https:\/\/web.archive.org\/web\/20110817031959\/http:\/\/www.baycitizen.org\/pension-reform\/story\/lees-pension-deal-sets-terms-mayoral\/\">consensus<\/a>\u201d pension and healthcare reform proposal, Adachi\u2019s plan will save the city <a href=\"http:\/\/www.sfbg.com\/2011\/05\/31\/awaiting-consensus\">as much as $140 million per year<\/a>, compared to only $60 million under Lee\u2019s plan.<\/p>\n<p>So what\u2019s keeping Adachi from declaring his candidacy for mayor?\u00a0 If he were to declare, Adachi\u2019s candidacy would completely shake up the mayor\u2019s race and amplify the conversation around pension reform.\u00a0 Voters, fed up with special interests dictating public policy, might well see Adachi\u2019s candidacy as refreshingly independent, the kind of elected that will remain fiercely loyal to the voters who elected him.<\/p>\n<p>In a recent conversion with FCJ, Adachi did not rule out a possible run for mayor but said he is &#8220;focused&#8221; on gathering the required signatures for his revised pension reform ballot measure and declined to comment further.<\/p>\n<p>As to when he\u2019ll declare?\u00a0 That\u2019s anyone\u2019s guess, but the smart money is on Adachi entering the mayor\u2019s race after his pension reform ballot measure qualifies for the November ballot.<\/p>\n<p><strong>Why is a progressive Supervisor supporting a moderate for the Police Commission? <\/strong><\/p>\n<p>That\u2019s a good question.\u00a0 Apparently personal ties far outweigh any consideration for who is best qualified to serve the people of San Francisco.<\/p>\n<p>Case in point, Supervisor David Campos is joining hands with the conservative-leaning bloc on the Board of Supervisors to support corporate defense attorney Julius Turman over civil rights attorney <a href=\"http:\/\/www.sfbg.com\/2011\/06\/01\/waggoner-police-commission\">David Waggoner<\/a> for the traditional LGBT seat on the San Francisco Police Commission, vacated by termed out <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/1489\/hammer-wins-police-commission-nomination\/\">commissioner Jim Hammer<\/a>.<\/p>\n<p>\u201cThey are both qualified from my perspective,\u201d Campos said of Waggoner and Turman, \u201cbut I have known Julius since I first came to San Francisco in 1997.\u201d<\/p>\n<p>Turman, an attorney at Morgan, Lewis &amp; Bockius<em>, <\/em>defends corporations against claims of employer discrimination and wrongful termination and is affiliated with the Alice B. Toklas LGBT Democratic Club.\u00a0 He was considered a rising star in San Francisco politics until in 2006 Turman <a href=\"https:\/\/web.archive.org\/web\/20150109065815\/http:\/\/www.sfweekly.com:80\/2007-12-19\/news\/politics-didn-t-play-into-decision-not-to-prosecute-domestic-violence-case-da-says\/\">allegedly battered<\/a> his then boyfriend, Philip Horne.<\/p>\n<p>\u201cHe was never charged with those offenses,\u201d Campos said.<\/p>\n<p>True.\u00a0 Then District Attorney Kamala Harris, who is also a personal friend of Turman, <a href=\"https:\/\/web.archive.org\/web\/20150109065815\/http:\/\/www.sfweekly.com:80\/2007-12-19\/news\/politics-didn-t-play-into-decision-not-to-prosecute-domestic-violence-case-da-says\/\">refused to prosecute Turman<\/a> despite a police report detailing injuries consistent with battery.\u00a0 Turman, without admitting guilt, later settled the matter with Horne for an undisclosed amount before being deposed in a civil case brought against Turman by Horne.<\/p>\n<p>Which raises the question, will Turman need to recuse himself from police commission complaints regarding domestic violence should the Board appoint Turman over Waggoner, and why would Campos or any other supervisor continue to support a candidate for a City commission who may be subject to a conflict of interest on such issues?<\/p>\n<p>Waggoner has four solid votes from Supervisors Jane Kim, Ross Mirkarimi, Eric Mar and John Avalos.\u00a0 Board of Supervisors President David Chiu, who did not respond to an invitation seeking comment, will, according to Supervisor Kim, vote along with Campos.<\/p>\n<p>The Board is expected to vote on the matter Tuesday.\u00a0 All eyes will be on Campos and Chiu.<\/p>\n<div style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.fogcityjournal.com\/images\/photos2009\/prop_8_sup_ct_rules_committee_090305\/_w2w2572_std.jpg\" alt=\"\" width=\"500\" height=\"333\" \/><p class=\"wp-caption-text\">Supervisor David Campos.<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>That potential candidate is Public Defender Jeff Adachi who is singularly responsible for making this year\u2019s mayor\u2019s race a referendum on pension reform, the Care Not Cash, if you like, of 2003 that helped to elect then Supervisor Gavin Newsom over former Board of Supervisors President Matt Gonzalez to Room 200. <\/p>\n","protected":false},"author":3,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[222,19,17],"tags":[],"class_list":["post-2866","post","type-post","status-publish","format-standard","hentry","category-news","category-opinion","category-politics"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.1.1 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Overheard in Fog City: Will Adachi Run?
