{"id":32,"date":"2008-02-23T15:27:09","date_gmt":"2008-02-23T23:27:09","guid":{"rendered":"http:\/\/fogcityjournal.com\/wordpress\/2008\/02\/23\/not-dead-yet\/"},"modified":"2021-03-14T10:14:52","modified_gmt":"2021-03-14T18:14:52","slug":"not-dead-yet","status":"publish","type":"post","link":"https:\/\/www.fogcityjournal.com\/wordpress\/32\/not-dead-yet\/","title":{"rendered":"Not Dead Yet"},"content":{"rendered":"<p align=\"center\"><img loading=\"lazy\" decoding=\"async\" src=\"\/images\/photos\/chris_daly_library_std.jpg\" height=\"333\" width=\"500\" \/><br \/>\nDistrict 6 Supervisor Chris Daly<br \/>\n<strong>Photo by Luke  Thomas<\/strong><\/p>\n<p><strong>By Chris  Daly<\/strong><\/p>\n<p>February 23, 2008<\/p>\n<p>A quick read of this morning&rsquo;s Chronicle might <a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2008\/02\/23\/BAGU6V7NL0.DTL&amp;type=politics\">lead  you to believe<\/a> that the Bayview Affordable Housing Initiative is dead in the  water&hellip;<\/p>\n<p><!--more--><em><a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2008\/02\/23\/BAGU6V7NL0.DTL&amp;type=politics\"><strong>Candlestick  housing petition count short<\/strong><\/a><strong><br \/>\n<\/strong><\/em><\/p>\n<p><strong><em>A signature drive for a San Francisco ballot measure to require that  half the housing constructed at Candlestick Point and Hunters Point be priced  affordably failed an early test on Friday. The city Department of Elections  conducted a random sample of the 11,311 signatures turned in by the backers of  the measure and found an insufficient number could be verified as coming from  registered voters.<\/em><\/strong><br \/>\nFirst of all, the final certified count of signatures turned into the  Department of Elections was actually 11,811. Second, the Chronicle fails to  mention the provisions of the California Elections Code that governs the  sampling of signatures.<\/p>\n<p><em><strong>9115. (b) If the statistical sampling shows that the number of valid  signatures is within 95 to 110 percent of the number of signatures of qualified  voters needed to declare the petition sufficient, the elections official shall&hellip;  examine and verify each signature filed.<\/strong><\/em><\/p>\n<p>In a memo release yesterday, the Department of Elections states, &ldquo;the review  of the random sample did demonstrate the petition as having a sufficient number  of valid signatures to require the Department to review the remaining&hellip;  signatures.&rdquo; This means that the first sample produced between 95% and 110% of  the required number.<\/p>\n<p>We always knew that collecting these signatures in only 10 days was going to  be <a href=\"http:\/\/www.fogcityjournal.com\/news_in_brief\/cd_battle_for_bayview_080208.shtml\">difficult<\/a>.  When we turned the signatures in, I <a href=\"https:\/\/web.archive.org\/web\/20081009202700\/http:\/\/www.examiner.com:80\/a-1201153~Daly_s_measure_could__kill__Bayview_development.html\">acknowledged  that it would be close<\/a>.
