{"id":4611,"date":"2012-06-04T13:32:48","date_gmt":"2012-06-04T21:32:48","guid":{"rendered":"http:\/\/www.fogcityjournal.com\/wordpress\/?p=4611"},"modified":"2017-05-28T22:49:14","modified_gmt":"2017-05-29T06:49:14","slug":"garbage-company-accuses-former-superior-court-judge-of-violating-campaign-ethics","status":"publish","type":"post","link":"https:\/\/www.fogcityjournal.com\/wordpress\/4611\/garbage-company-accuses-former-superior-court-judge-of-violating-campaign-ethics\/","title":{"rendered":"Garbage Company Accuses Former Superior Court Judge of Violating Campaign Ethics Laws"},"content":{"rendered":"<div id=\"attachment_4612\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-4612\" class=\"size-full wp-image-4612\" title=\"yes_on_mailer\" src=\"http:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2012\/06\/yes_on_mailer.jpg\" alt=\"\" width=\"500\" height=\"366\" srcset=\"https:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2012\/06\/yes_on_mailer.jpg 500w, https:\/\/www.fogcityjournal.com\/wordpress\/wp-content\/plugins\/2012\/06\/yes_on_mailer-300x219.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><p id=\"caption-attachment-4612\" class=\"wp-caption-text\">Yes on A campaign mailer.<\/p><\/div>\n<p><strong>By <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/author\/luke\/\">Luke Thomas<\/a><\/strong><\/p>\n<p>June 4, 2012<\/p>\n<p>San Francisco-based garbage collection company Recology today accused a former Superior Court judge of violating campaign ethics laws.<\/p>\n<p>In a complaint expected to be filed today with the Fair Political Practices Commission (FPPC) and the San Francisco Ethics Commission, Recology alleges retired Superior Court Judge Quentin Kopp failed to disclose the funding source of a recently landed political mailer in support of Proposition A, a local measure on tomorrow\u2019s ballot that aims to reduce garbage collection rates via open, competitive bidding.<\/p>\n<p>Kopp, who previously served in the State Senate and on the San Francisco Board of Supervisors, is a primary proponent of the ballot measure.<\/p>\n<p>Recology\u2019s accusation against Kopp has been leveled following allegations by a former Recology employee turned whistleblower who, in sworn testimony, <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/4590\/whistleblower-san-francisco-garbage-company-defrauded-state-of-california-out-of-millions\/\">accused Recology of fraud and embezzlement of taxpayer funds<\/a>.\u00a0 Two related civil lawsuits have been filed against Recology, one of which has been filed on behalf of the State of California.<\/p>\n<p>\u201cSince Prop A closed their campaign committee for lack of funding, we\u2019ve been on the look out for inappropriate expenditures and sure enough \u2013 the last minute blitz of mail paid for by Waste Solutions,\u201d said No on A campaign consultant Gale Kaufman in a statement released by Singer Associates, Recology\u2019s public relations firm. \u201cYou would think Quentin Kopp, a former Judge, who funneled this money through a long dormant committee he controls would know the Ethics Laws and would abide by them.\u201d<\/p>\n<p>According to documents filed with the San Francisco Ethics Commission, <a href=\"http:\/\/www.calwaste.com\/\">California Waste Solutions, Inc<\/a>, a recycling company that stands to benefit if Prop A passes, contributed $25,000 on May 18 to the Good Government Alliance Committee, a previous candidate-controlled committee formed by Kopp in 1989 that was amended May 24 to function as a general purpose committee.\u00a0 The contribution was used by the Committee to produce and distribute a targeted citywide mailer in support of the ballot measure.<\/p>\n<p>As required by FPPC regulations, the Yes on A mailer properly cites Good Government Alliance Committee as the mailer\u2019s funding source.
