Photos by Luke Thomas.<\/p><\/div>\n<p><strong>By <a href=\"http:\/\/www.fogcityjournal.com\/wordpress\/author\/jfitzgerald\/\">Joe Fitzgerald<\/a><\/strong><\/p>\n<p>August 8, 2012<\/p>\n<p>Occupy City College protesters took to the podium at the beleaguered school Monday, decrying the loss of open access and the decimation of public education across the state, at a retreat attended by the Board of Trustees and state community college officials.<\/p>\n<p>California Community College Chancellor Jack Scott, who sets statewide college policy along with Board of Governors President Scott Himelstein, also in attendance, was at City College to offer his support and advice in the college\u2019s struggle with accreditation.<\/p>\n<p>Though the meeting was dubbed a \u201cboard retreat,\u201d it was more plainly a meeting to address dire concerns at CCSF.<\/p>\n<p>The college was sanctioned in June with a \u201cshow cause\u201d rating by the Association of California Community and Junior Colleges, telling the school it needs to shape up by October, and then ultimately by March, or it will lose its accreditation &#8211; necessary to receive federal aid, and for its degrees to be recognized.<\/p>\n<p>The accreditation agency found fourteen specific problem areas at the college, mostly centering around not living within its fiscal means, re-evaluating its core mission of which students to serve, streamlining its system of governance, and measuring student\u2019s learning and performance.<\/p>\n<p>Inside the meeting room, faculty staff and students filled the seats. Outside, protesters carried signs outside that read, \u201cSave City College from the 1%, education for the 99%,\u201d singing and chanting and later filing into the meeting room to listen to the state chancellor speak.<\/p>\n<p>\u201cIf I were king for a day, I\u2019d say City College should get all the money back it lost three years ago,\u201d Scott said. The team recommended re-evaluating their mission in terms of fiscal uncertainty, he said. But, \u201cI support our current mission. If you don\u2019t get into a UC, if you don\u2019t get into a CSU, where can you go? We\u2019re the safety net.\u201d<\/p>\n<div style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.fogcityjournal.com\/images\/photos2012\/ccsf_board_of_trustees_20120806\/MW2W1003_std.jpg\" alt=\"\" width=\"500\" height=\"333\" \/><p class=\"wp-caption-text\">College Board Trustee Chris Jackson.<\/p><\/div>\n<p>Scott\u2019s main recommendation to the Board was to simply accept the accrediting team\u2019s recommendations, and leave the arguing behind.<\/p>\n<p>Vice Chancellor of Administration and Finance Peter Goldstein, an administrator with unprecedented experience at City College, put the arguing in context.<\/p>\n<p>\u201cWhen there\u2019s only one dinner roll, the family\u2019s table manners change,\u201d Goldstein told FCJ, referring to the finger pointing and infighting between faculty, administration and the Board.<\/p>\n<p><strong>Is the money coming back?<\/strong><\/p>\n<p>\u201cSince the state\u2019s not (funding us), we can\u2019t manufacture money,\u201d Scott said. And as far as restructuring the mission goes, he reminded the Board that the state legislature said not to cut transfer students, or career tech students.<\/p>\n<p>Occupy City College member and student Kitty Lui had a different view of Scott\u2019s presentation.<\/p>\n<p>Standing at the podium during public comment, she said that in light of his acceptance of the governor\u2019s tax initiative (Proposition 30), she believed everything he had said through the night were \u201ccrocodile tears.\u201d<\/p>\n<p>Proposition 30 is a compromise between Gov. Jerry Brown and the unions of California, who were pushing their \u201cMillionaire&#8217;s Tax.\u201d The new proposition contains elements of both tax plans, something that the Occupy CCSF students view as a \u201cbetrayal.\u201d<\/p>\n<p>If Prop 30 fails to pass, the community college system of the state would see hundreds of millions of dollars in additional budget cuts, and City College could expect to see a shortfall of another $10 million, roughly five percent of its\u2019 budget, Goldstein said.<\/p>\n<p>The new fiscal reality has given birth to \u201cout of the box\u201d thinking on new ways to raise revenue. Alisa Messer, president of the AFT 2121 teachers union at City College, suggested new fundraising efforts from Bay Area billionaires.<\/p>\n<p>&#8220;It&#8217;s hard to look around the state and public education in general in California and not realize that we&#8217;re in a pretty horrid mess,&#8221; Messer told FCJ, adding that CCSF lost $17 million in funding in 2011 due to state budget cuts. &#8220;We&#8217;re just bleeding state funding, but we&#8217;re still trying to run the same program &#8211; we&#8217;re supposed to be the college that&#8217;s open to everybody.&#8221;<\/p>\n<p>\u201cMy question is, this is a taxpayers\u2019 supported institution.\u00a0 It\u2019s here for the public, so is this the kind of institution that we want a Bill Gates to step in and save with $50 million?\u201d Messer added. \u201cPublic education is an investment in all of California\u2019s future and City College is an investment in the Bay Area and in San Francisco\u2019s future.\u00a0 It is absolutely about values and it\u2019s about priorities.\u00a0 We know what a difference it makes when we have an educated populace.\u201d<\/p>\n<p>The mayor\u2019s office has discussed the importance of tech training at City College with college leaders, said Board Trustee Natalie Berg, who thinks they could possibly be a source of revenue as well. And though more taxes is not new, the college has a parcel tax on the November ballot (Proposition A), which could provide an estimated $14 million in annual revenues to the college.<\/p>\n<div style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.fogcityjournal.com\/images\/photos2012\/ccsf_board_of_trustees_20120806\/MW2W1044_std.jpg\" alt=\"\" width=\"500\" height=\"333\" \/><p class=\"wp-caption-text\">Board Trustees Lawrence Wong and Natalie Berg.<\/p><\/div>\n<p>Most of the Board however seemed more concerned about getting feedback from Scott in the coming months. Trustees Lawrence Wong and Anita Grier asked for his future counsel, and Scott agreed to offer whatever help he could.<\/p>\n<p><strong>Where are the students?<\/strong><\/p>\n<p>Student Trustee William Walker used the public forum as an opportunity to criticize one aspect of City College\u2019s new workgroups, the 12 groups formed to help solve the accreditation problem.<\/p>\n<p>\u201cThere are only two students on these work groups,\u201d Walker said, concerned about the lack of urgency of the college\u2019s Chancellor to recruit students for the groups.<\/p>\n<p>CCSF Chancellor Pamila Fisher said the main obstacle was lower student enrollment in the summer season, and that students were not readily available.<\/p>\n<p>Students in the audience disagreed.<\/p>\n<p>\u201cI really didn\u2019t like Dr. Fisher\u2019s comment about there not being a lot of students to help out,\u201d said student Ana Burns. \u201cThat\u2019s wholly not true.\u201d Burns is also an Associated Students council member. She and several students had written to Walker in order to \u201cput their names in the hat\u201d to be chosen for the workgroups.<\/p>\n<p>They never heard back from Fisher.<\/p>\n<div style=\"width: 510px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.fogcityjournal.com\/images\/photos2012\/ccsf_board_of_trustees_20120806\/MW2W1030_std.jpg\" alt=\"\" width=\"500\" height=\"333\" \/><p class=\"wp-caption-text\">CCSF Chancellor Pamila Fisher.<\/p><\/div>\n<p>\u201cAdministration could be finding students if they wanted to do the right thing,\u201d Associated Students Vice President student Josh Beisiegel said. \u201cI would say they haven\u2019t done enough.\u201d<\/p>\n<p>\u201cThat goes equally if not more than the Board of Trustees.They\u2019ve not been fulfilling their duties, doing their jobs. They\u2019re not living up to my expectations as a citizen of San Francisco, a student of City College, and now a vice president of the Ocean Campus Council.\u201d<\/p>\n<p>Four members are up for re-election on the Board, so would you vote for them? \u201cI think at this time, they\u2019ve basically proven what they\u2019re capable of,\u201d Burns said. \u201cWe need to get the message out, so few know about accreditation, and when they find all the details, they\u2019ll be hard pressed not to help out in some way.\u201d<\/p>\n<p>City College spokesperson Larry Kamer said the school is doing just that. Starting today, advertisements will begin hitting CBS news, the San Francisco Bay Guardian newspaper, and community newspapers across San Francisco.<\/p>\n<p>While that may spell good news for raising student participation, Burns had one last observation to make about the public comment period, where students voiced their concerns.<\/p>\n<p>\u201cI think they were laughing at everything,\u201d Burns said. \u201cI was planning on speaking, but the thing is, I don\u2019t want my voice to be lost among things that aren\u2019t as relevant&#8230;
