Stone<\/a><\/strong><\/p>\n<p>April 24, 2016<\/p>\n<p>My wife and I arrived in San Francisco in 1971. \u00a0Since at least that time, getting the homeless into housing or shelters has been a &#8220;concern&#8221; or a &#8220;priority&#8221; for every administration. \u00a0Yet, the\u00a0number\u00a0of homeless keeps increasing, from about 6,248 in 2005 to about 6,686 in 2015.<\/p>\n<p>San Franciscans are concerned about homelessness, too. \u00a0According to a new San Francisco Chamber of Commerce\u00a0poll,\u00a051 percent of respondents show homelessness to be a major issue facing the City, compared with 35 percent last year, and 29 percent in 2014. Homelessness has overtaken affordability as the No. 1 concern among San Francisco residents.<\/p>\n<p>True, in the past two years, San Francisco has housed 1,629 homeless people and sent another 1,614 home to relatives or friends out of California. \u00a0According to a 2016\u00a0<a href=\"https:\/\/web.archive.org\/web\/20220405035926\/https:\/\/socketsite.com\/archives\/2016\/02\/san-franciscos-homeless-crisis-is-homegrown.html\" target=\"_blank\" rel=\"noopener noreferrer\">survey<\/a>,\u00a0 29% of the San Francisco homeless migrate here from another state or another California county. \u00a0Could it be that as fast as we find housing or temporary shelter for some, new arrivals take their place?<\/p>\n<p>However, 71% of the homeless were living in San Francisco when they lost their housing for several\u00a0reasons, among them the loss of job (25%), alcohol or drug abuse (18%), divorce (17%), argument\/family or friend asked person to leave (12%), and eviction (13%).<\/p>\n<p>Are these polls so high because homelessness is so visible? \u00a0I see the homeless everyday in tents, in doorways, on the street and in our parks. \u00a0If we increase the number of\u00a0<a href=\"https:\/\/web.archive.org\/web\/20180817091451\/http:\/\/www.ecs-sf.org:80\/programs\/navcenter.html\" target=\"_blank\" rel=\"noopener noreferrer\">Navigation Centers\u00a0<\/a>(shelters) and bring most, if not all the homeless, into these centers, the homeless problem would not be so visible \u2014 out of sight, out of mind. \u00a0If homelessness were not so noticeable, would the poll numbers go down. \u00a0If they did, would this take the pressure off this administration of providing permanent housing for the homeless?<\/p>\n<p>A homeless person can get a one-night emergency shelter but anything else &#8212; supportive housing, longer-term shelter beds, mental health care, substance abuse service &#8212; requires a waiting list. \u00a0Although the waiting list may be closed when the list has becomes too long, single-room-occupancy hotel rooms now cost as much as $1,500 per month.<\/p>\n<p><a href=\"http:\/\/affordablehousingonline.com\/housing-search\/California\/San-Francisco\/\" target=\"_blank\" rel=\"noopener noreferrer\">Rental assistance<\/a>\u00a0is available. \u00a0It is a type of housing subsidy that pays for a portion of a renter&#8217;s monthly housing costs, including rent and tenant-paid utilities. \u00a0This housing assistance is available under the\u00a0<a href=\"https:\/\/web.archive.org\/web\/20170518091403\/https:\/\/portal.hud.gov\/hudportal\/HUD?src=\/program_offices\/housing\/mfh\/rfp\/s8bkinfo\" target=\"_blank\" rel=\"noopener noreferrer\">Section 8<\/a>\u00a0program and\u00a0HUD\u00a0<a href=\"https:\/\/web.archive.org\/web\/20170611092658\/https:\/\/portal.hud.gov\/hudportal\/HUD?src=\/program_offices\/housing\/mfh\/progdesc\/eld202\" target=\"_blank\" rel=\"noopener noreferrer\">Section 202<\/a><a href=\"https:\/\/web.archive.org\/web\/20170611092658\/https:\/\/portal.hud.gov\/hudportal\/HUD?src=\/program_offices\/housing\/mfh\/progdesc\/eld202\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0<\/a>and\u00a0<a href=\"https:\/\/web.archive.org\/web\/20170826165339\/https:\/\/portal.hud.gov\/hudportal\/HUD?src=\/program_offices\/housing\/mfh\/progdesc\/disab811\" target=\"_blank\" rel=\"noopener noreferrer\">811<\/a>\u00a0properties.<\/p>\n<p>For many rental assistance programs, however, there are minimum rent regulations requiring recipients to make a minimum payment of between $25 and $50 per month, no matter how low their income. \u00a0Presently, the San Francisco Housing Authority (SFHA) is not accepting Section 8 project-based voucher waiting list pre-applications. \u00a0The SFHA Section 8 Housing Choice Voucher waiting list is also currently closed.<\/p>\n<p>San Francisco implemented the\u00a0Care Not Cash\u00a0program in 2004. Simply put, it\u00a0cut General Assistance money to about 3,000 homeless in exchange for shelter and other services. \u00a0A certain number of shelter beds are set aside for Care Not Cash homeless. \u00a0Later, an amendment called &#8220;Real housing, real care,&#8221; was voted upon by the Board of Supervisors. It was created to ensure that the &#8220;Care&#8221; element of &#8220;Care not Cash&#8221; was in place; that is, to mandate a certain level of housing and services to be available before the city cut General Assistance payments. \u00a0Yet, for every homeless person sheltered or housed, it seems like two more arrived to take their place.<\/p>\n<p>Until then, because of a lack of supportive housing, the \u00a0&#8220;<a href=\"http:\/\/sfpublicpress.org\/news\/2014-10\/promise-of-supportive-housing-for-homeless-faces-reality-of-short-supply\" target=\"_blank\" rel=\"noopener noreferrer\">housing first program<\/a>,&#8221; or finding permanent housing for the homeless, is unrealistic in San Francisco.\u00a0\u00a0Why has this happened? \u00a0Because San Francisco has become the bedroom community of Silicon Valley and\u00a0gentrification has spread throughout the City. \u00a0\u00a0Let&#8217;s face it, even those earning a low or moderate income have problems finding affordable housing to buy or rent in San Francisco.<\/p>\n<p>In the meantime, the best we can do is expand the Navigation Center\u00a0Program, which provides one-stop help for the homeless, and offers temporary shelter, if not permanent housing for the City&#8217;s homeless. Until the Navigation Program is expanded\u00a0<a href=\"http:\/\/www.sfchronicle.com\/bayarea\/nevius\/article\/Help-the-homeless-by-prioritizing-certain-groups-6857263.php\" target=\"_blank\" rel=\"noopener noreferrer\">priority<\/a>\u00a0should be given to the severely mentally ill, families with children, homeless veterans, seniors, and only lastly to young, relatively health men.<\/p>\n<p>Presently, there is a\u00a0<a href=\"https:\/\/web.archive.org\/web\/20170702044244\/https:\/\/sf311.org\/veterans-resources\" target=\"_blank\" rel=\"noopener noreferrer\">veterans resource center<\/a>,\u00a0a collection of resources exclusively for veterans.<\/p>\n<p><a href=\"http:\/\/www.berkeleydailyplanet.com\/issue\/2011-09-22\/article\/38444?headline=Laura-s-Law-in-a-Nutshell=\" target=\"_blank\" rel=\"noopener noreferrer\">Laura&#8217;s Law<\/a>\u00a0was implemented in San Francisco in November. \u00a0Laura&#8217;s Law is\u00a0an assisted outpatient treatment program that allows court-ordered, intensive outpatient treatment for people with severe mental illnesses who refuse medication because their illness impairs their ability to make rational decisions.\u00a0I realize it may be too early to tell, but how is the program working?<\/p>\n<p><a href=\"https:\/\/www.projecthomelessconnect.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Project Homeless Connect<\/a>\u00a0tries to connect the homeless to the resources needed.<\/p>\n<p>San Francisco Homeless Outreach Team (<a href=\"https:\/\/web.archive.org\/web\/20190326055839\/http:\/\/sfhomeless.wikia.com:80\/wiki\/Homeless_Outreach_Team_-_HOT_Team_-_H.O.T._Team\" target=\"_blank\" rel=\"noopener noreferrer\">SFHOT<\/a>). \u00a0SFHOT is a collaboration between the Department of Public Health, Human Resources Agency, SF Public Library and the non-profit Public Health Foundation Enterprises that serves individuals on the street who are severely disabled.<\/p>\n<p>San Francisco Supervisor David Campos has called for the Board of Supervisors to declare a\u00a0<a href=\"http:\/\/sanfrancisco.cbslocal.com\/2016\/03\/08\/campos-calls-for-declaration-of-homelessness-emergency-in-san-francisco\/\" target=\"_blank\" rel=\"noopener noreferrer\">state of emergency on homelessness<\/a>\u00a0to help speed up the opening of additional Navigation Centers. \u00a0Whether there is a &#8220;state of emergency&#8221; or not, Campos&#8217; call has put Mayor Ed Lee on the hot seat forcing him to speed up the expansion of Navigation Centers. \u00a0Clearly, there is a need for more shelters and services for the homeless.<\/p>\n<p>Mayor Ed Lee intends to create a Department on Homelessness that would bring all the housing, health, employment, counseling and related programs that serve the homeless under one roof. This is a much needed step. However, the Navigation Center in place now has a capacity for 75 individuals whereas the number of homeless is more than 6,000. \u00a0Thus, it will take many Navigation Centers to even begin to shelter all of San Francisco&#8217;s homeless.<\/p>\n<p>Even Gavin Newsom, former mayor of San Francisco and proponent of the Care Not Cash program and the 10-year plan, was\u00a0<a href=\"http:\/\/www.sfchronicle.com\/archive\/item\/A-decade-of-homelessness-Thousands-in-S-F-30431.php\" target=\"_blank\" rel=\"noopener noreferrer\">pessimistic\u00a0<\/a>on ending homelessness in San Francisco: \u00a0\u201cThere\u2019s a mythology that you can \u2014 quote unquote \u2014 end homelessness at any moment, but there are new people coming in, suffering through the cycles of their lives,\u201d he said. \u201cIt\u2019s the manifestation of complete, abject failure as a society. We\u2019ll never solve this at City Hall.\u201d<\/p>\n<p>After the &#8217;10-year plan&#8217; to end homelessness, which ended in 2014, new ideas and seeing some successes, the homelessness problem seems as\u00a0intractable as ever in San Francisco with a highly visible crisis on our streets juxtaposed with million dollar homes and booming downtown technology companies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Getting the homeless into housing or shelters has been a &#8220;concern&#8221; or a &#8220;priority&#8221; for every San Francisco administration.
